City Attorney
Job Description:
The City of Ecorse will accept proposals from legal firms and individuals seeking full time employment with benefits as City Attorney (CA). The CA is an Appointive Officer of the City Council and attends City Council meetings as necessary. The CA will provide legal counsel and guidance to the City Council, City Administration and City Departments. The CA represents the City in civil litigation by or against the City of Ecorse. Duties require the exercise of extensive independent judgement as the City’s legal counsel.
Minimum Qualifications
The primary attorney assigned to work on legal matters shall, at a minimum, possess the following:
1. A juris doctorate degree from an American Bar Association accredited college or university.
2. A valid license to practice law in the State of Michigan.
3. A minimum of two (2) years experience in municipal law and municipal litigation.
The primary scope of services may include the following:
- Prepare formal opinions on the legal ramifications and implications of matters before the City Council, as requested by the City Administrator, Department Heads, or the City Council.
- Civil litigation by or against the City of Ecorse.
- Draft and/or review of ordinances, agreement and contracts.
- Participate in labor and non-labor negotiations as requested.
- Draft and/or review charter amendments.
- Assist the City in the sale or purchase of real estate as requested.
- Recommend legislation to the City Council when appropriate or requested.
- Attend City Council regular and special meetings as necessary.
- Prepare various legal documents required by the City.
- Represent the City in administrative proceedings before State agencies.
- Advise appropriate officials on policy affecting the enforcement of all City ordinances. Consult with City Administrator, Department Heads, various boards and City Council on proposed or revised City policies or ordinances.
- Meet on a monthly basis or as-needed with the City Administrator to review items referred to the City Attorney’s office and prepare monthly reports to the City Administrator on current litigation.
- Provide monthly time records to the City Controller for work performed.
The scope of services below are excluded from those of CA:
Prosecuting Attorney, tax tribunals, bankruptcy filings, and bond counsel services are outside the City Attorney responsibilites.
